This position designs and delivers processes and technology to ensure compliance, administration, and implementation of the company’s leave management and HR compliance program. This role partners with HR teammates and other business leaders to evaluate, prioritize and mitigate employment compliance matters across the company, including all employment, leave, and wage and hour practices.
Job Duties and Responsibilities:
- Identify legal requirements and government reporting regulations affecting human resources leave of absences/ADA/Local/State Sick Leave functions and ensures its policies, procedures, and reporting comply.
- Partner with Payroll to support associate support and customer service for escalated issues.
- Partner with field HR to ensure that communications are consistent, and ADA interactive processes are completed in a timely manner.
- Provide operational HR/leave support to the management team including assessing and making recommendations pertaining to HR/LOA administrative related matters, including ADA accommodations and operationalizing government-mandated sick leave.
- Analyze the design, cost and efficacy of company paid time off programs as compared to trends and best practices based on paid sick leave statutes. Design, present for approval and effect any recommended changes across the company.
- Design and develop programs, policies and practices to maintain the company’s compliance with all federal, state and local employment-related regulatory requirements such as FLSA, FMLA, ADA and FCRA.
- Work with functional leads to ensure these compliance standards are adhered to regarding employment processes, data management, and applicable employment reporting requirements.
- Support EEO-1 reporting annually through maintenance of records, reports and logs.
- Partner with Talent Acquisition team regarding applicant tracking, data integrity, WOTC and other compliance processes related to talent acquisition.
- Partner with Talent Acquisition and HR team to ensure I-9s and supporting documentation are accurately obtained or maintained in accordance with all applicable employment regulations.
- Respond to subpoenas and record requests for personnel files and employment records.
- Identify needed technology and optimizing system functionality.
- Create applicable forms and templates, resources to continue to improve the experience of the employee during a leave of absence.
- Maintain and enhance workflows for different state/federal LOA work rules.
- Review and enhance electronic HR File system and train HR team accordingly
- Responsible for internal HR audits to ensure efficiency and all compliance standards are adhered to regarding employment processes, personnel records data management, and applicable employment reporting requirements.
- In partnership with HR business partners, develop and deliver necessary training to all users and stakeholders on HR Compliance and leave topics and coach critical thinking and application in terms of Leaves and ADA Accommodations, employment regulations and corresponding HR policies and procedures.
- Oversee administration of Xpert HR and GovDocs services for HR Team compliance and legal posting requirements in stores, corporate, and DC locations.
- Review and research legislative updates to HR and employment standards, evaluate and present HR practices implications to HR leadership, and provide project management support to execute changes needed to comply.
Additional Requirements:
- Experience handling day-to-day claims involving short and long-term disability, FMLA, and various state and local leaves.
- Demonstrated working knowledge of multi-state responsibility and support for HR compliance and.
- Thorough knowledge of local, state and federal employment regulations to include but not limited to Affirmative Action Plans, FLSA, FMLA, ADA, ADEA, Sexual Harassment, etc.
- Working knowledge of HR as it relates to leave management and attendance, hiring and recruitment, performance management, labor relations and compliance
- Working knowledge of HR service vendor platforms, preferably Ceridian Dayforce
- Highly proficient in MS Office, including Word, Excel, PowerPoint and Outlook
- Pro-active, able to produce with a high level of self-initiative and accuracy and to take ownership for actions and be highly organized
- Ability to make effective decisions and being able to support problem solving and decisions by collecting data, establishing facts and drawing valid conclusions
- Excellent verbal and written communication skills for providing excellent customer service and responsiveness and for presenting information and responding to questions from co-workers, vendors, clients, and customers

POSITION QUALIFICATIONS
Education:
- Bachelor’s degree in HR Management or Business Administration preferred, or equivalent HR certifications
Related Experience, Qualifications and/or Certifications:
- 5 + years-experience in HR role
- 3 + years in a role with responsibility for administering leave of absence programs in a multi-state organization
Computer Skills / Special Equipment Knowledge:
- Advanced skills with MS Word and Excel, and Outlook.
- Demonstrated working knowledge of HRIS and payroll systems, required.
- Knowledge of Ceridian, preferred.
