Summary
This position is responsible for oversight and operations of the Human Resources (HR) Strategy Administration and Governance Functions including HR Department Scorecard and Performance Measurement, Process Improvement, and Executive Compensation and Governance. The Director manages confidential information and highly visible processes with a high degree of sensitivity and attention to detail.
Essential Responsibilities/Accountabilities
Strategy Administration and Analytics:
- Develops and advances Human Resources Strategy Administration to ensure efficient and effective operations. Oversees continuous improvement.
- Manages processes within HR to develop and deploy scorecards, dashboards, and other tools to measure and communicate HR operational performance.
- Leads Human Resources Analytics function to build and promote use of HR analytics. Works with HR and functional area leadership to determine analytics requirements.
- Leads application of HR dashboards within department to facilitate Talent Management Operations in areas such as talent acquisition, development, succession planning and performance management.
- Promotes usage of scorecards to provide insight within HR and to external stakeholders about HR operational performance.
- Oversees analytics team and partners with HR Technology Team to meet analytical needs of division using of data, reporting, and dashboards.
- Manages oversight of HR Process Documentation: Ensures proper inventory of processes, availability of documentation, and accuracy of procedures.
- Partners with internal divisions to align Human Resources Strategy Administration operations with organizational practices.
- Continuously improves practices of Human Resources Strategy Administration operations.
Executive Compensation and Governance:
- Oversees and manages all activities pertaining to the Compensation Committee of the Board of Directors.
- Develops, assembles, and disseminates materials and presentations in support of the Compensation Committee and Board of Director initiatives/activities/meetings related to key officer compensation.
- Supports the work of the Compensation Committee, external consultant, and company leadership to conduct market reviews of compensation of key officers.
- Responsible for the rollout and follow-up activities (including communications) of the key officer total compensation program including philosophy, design, and development in accordance with the decisions made at Compensation Committee meetings. Responsible for ensuring follow-up actions are completed.
- In collaboration with SVP Human Resources, VP Total Rewards, Director Corporate Compensation and Compensation Committee, develops incentives performance plan documents for key officers.
- In partnership with Corporate Compensation, HR Technology, and Payroll Teams, oversees and administers review/approval, target-setting, communications, and payment of the organization’s Short-Term Incentive Plan and Long-Term Incentive Plan.
- Calculates award payments to be shared with the Compensation Committee for approval.
- Maintains all key officer documentation of Committee actions.
- Develops and maintains Compensation Committee handbooks, orientation materials, and ensures SVP Human Resources and VP Total Rewards are prepared for orientation meetings with new members.
- Facilitates the annual CEO evaluation process for the Compensation Committee and Board of Directors.
- On behalf of the Compensation Committee and in collaboration with the VP Total Rewards, reviews and makes recommendations regarding the external compensation consultant to the Compensation Committee.
- Provides support to the VP Total Rewards, SVP Human Resources, Chief Executive Officer, Compensation Committee, and Board of Directors as requested for special projects.

Minimum Qualifications
- Bachelor's degree in Business Administration or relevant field with a minimum of ten years progressive responsibility. Focus on compensation/benefits and human resources governance practices or other relevant experience. Master's degree preferred.
- Prior Board of Directors and compensation committee or other relevant experience preferred.
- Exceptional influence skills, demonstrated ethical decision-making, and ability to see implications of decisions.
- Ability to establish and maintain effective professional relationships at all levels within and external to the company.
Physical Requirements
- Ability to work while sitting and/or standing at a workstation viewing a computer and using a keyboard, mouse and/or phone for three (3) or more hours at a time.
- Ability to travel across the Health Plan service region for meetings and/or trainings as needed.
