JOB SUMMARY
Under general supervision of the Finance Manager, plans and coordinates with the Utility Billing Clerk for efficient functioning of utility billing services, customer service, and collections. Job entails word processing, spread sheet and database work, alternate receptionist duties, and other general clerical duties as required.
JOB FUNCTIONS
Examples of Essential Job Functions
ï‚Ÿ Coordinates all aspects of the utility billing processing from monthly billing, ensuring accurate billing and collections, and required monitoring and reporting.
ï‚Ÿ Receive and process customer requests to start, stop, or transfer utility service.
ï‚Ÿ Receive and verify manual and automated payments for utility bills, entering into system and preparing bank deposits.
ï‚Ÿ Maintains manual and automated files regarding utility customers, service orders, applications for service, deposits, autoâ€pay; enter and retrieve customer billing information from software.
ï‚Ÿ Maintains customer accounts; assists in reconciling utility billing activity with the general ledger.
ï‚Ÿ Analyzes and determines action on collection of delinquent accounts, such as lien process, collection agency; prepares all correspondence and followâ€up on collections.
ï‚Ÿ Receives phone calls/walk in customers concerning utility billings or services; responsible for handling questions and matters of a more technical nature; responding to escalated customer inquiries on billing and collections.
ï‚Ÿ Sets up accounts for new properties as built and ensures correct utility rates and taxes are assigned accurately.
ï‚Ÿ Coordinates and communicates service/work order instructions pertaining to utility services with appropriate Public Works staff.
ï‚Ÿ Maintains records of deposits; remits return deposit monies to customers or credits deposit monies to customer accounts as determined by City ordinance.
ï‚Ÿ Pursues and monitors collection of delinquent utility accounts, including preparation and mailing of final notices, shutâ€off and turnâ€on orders, establishing and monitoring payment schedules, customer followâ€up, account research, preparation of writeâ€offs.
ï‚Ÿ Prepares monthly financial statements, monthly sales tax remittance and reports, and annual audit reports.
ï‚Ÿ Marketing of online bills and payments.
ï‚Ÿ Works with other city staff to maintain accurate information and create operation efficiencies.
ï‚Ÿ Actively pursues cross training of self and others in the department in order to provide exceptional customer service to the public.
ï‚Ÿ Reviews and updates existing utility billing and customer service procedures, policies, and practices as necessary; staying current with best practices in municipal utility billing.
ï‚Ÿ Regular attendance is essential for this position.

ï‚Ÿ Assists Administrative Services team to provide coverage for all incoming calls and walk in customers.
ï‚Ÿ Assists other City departments as directed.
ï‚Ÿ Performs other duties as apparent or assigned.

Physical Characteristics of the Job
Light work exerting up to twenty (20) pounds of force occasionally, and/or up to ten (10) pounds of force frequently. Required walking or standing to a significant degree; or requires sitting most of the time but entails pushing and/or pulling of arm or leg controls.
Environmental Characteristics
The work is performed primarily in an office environment. The job requires sitting for extended periods of time and the work may expose the employee to unpleasant social situations and significant work pace pressure and at times irregular work hours.

Education Training and Experience
Required Education
Graduation from High School or equivalent G.E.D.
Preferred Education
Associates degree majoring in accounting, business, or other related field. Any equivalent combination of experience and training which provides the knowledge, skills and abilities necessary to perform the work.
Required Experience
Related clerical or general office, with successful customer service experience of three years, with public sector experience preferred.
Required Special Qualifications
Shall be bondable.
